Mesra, Cepat dan Cekap?

[We are final students of a local university. There are 5 of us (all girls) living together off campus. ]

On the just passed Thursday 8:30pm, a pervert had invaded our front yard. He masturbated and took away our underwear. We lodged a report through phone at 9:00pm. But, the policeman just came to our house at around 11pm to check our condition. This is a indeed a slow response. And, the policeman claimed that they have not enough work force at the police station.

Tonight (Saturday) around 9pm, the pervert came again to our house. As we had locked our door, he knocked on our main gate and tried to invade into our house again! My quick response was to call my neighbouring coursemates (as there were no neighbours on both side of our house. Those houses had leaved empty for some times.) I dare not to confront him face-to-face as I afraid that he might be equipped with a weapon. During that time, there were just two of us at home and the other three went out for their dinner.

Luckily, my housemates came back in the nick of time with their male coursemates. The pervert saw them and ran away. My room mate managed to get his motorbike number plate. Thus, we decided to lodge a written police report.

We went to the police station.
We were served by only one policeman while at least 7 policmen sat around the main lobby of the police station, watching football match leisurely.
(What they mean that they don't have enough work force?)

We started to tell our story about the pervert obscene action in front of our house.
The officers eventually found that it was very pleasuring for us to see a guy doing masturbation.
They giggled at us sarcasticly instead of showing us sign of concern. Furthermore, they harrased us by asking,"Kamu dapat tengoklah..."

These uniform men (supposed to give protection over citizen's safety) gave me the exact feeling no other from the pervert.
However, the disappointment was greater.
The victims were not pathetic enough.
Instead, the policemen wanted to further strain our emotion. (MESRA?)
I put a more serious tone in asking them to stop laughing.
Then, one of the Sarjan bellowed at me,"Kamu nak marah poliskah?".

Obviously, that was not my main intention.
I just wanted to lodge a report and got assurance that everything is going to be fine.
(It is citizen duty to tell the truth and pay the tax while police duty to maintain the harmony of the society.)
Honestly saying, I felt my impoliteness was equivalent to their disrespectness towards us.
I felt no ashame to admit it.
In order to proceed to our report lodging, I just denied it.
(Later, I saw the Sarjan threw his cigarette butt out of the window. Oh, dear!)

The whole police report was then held in a slow pace.
The police was slow not because he asked for details.
But, he typed in a slow way and a lot of grammar mistakes in his less than 100 words passage. (How can you possibly refer the pervert as "beliau"?)
Besides, he had to answer phone calls in the middle of the police lodging while the other 7 went outside to smoke.

If anyone was calling for urgent rescue, I doubt the survival of the victims.
Now, our case is transfered to town area police station.
We have to skip our classes on Monday just to meet the Sarjan.
I was just thinking why the police authority have to drench on the citizen instead of them making quick effort?
And, will it help if we went to police station on Monday?
Why they can't check the motorbike number plate and locate the suspect?

Whether "Mesra, Cepat dan Cekap" is still the motto of Royal Malaysia Police?!
(I doubt that I miss any abolishment news of this motto. Someone please tell me!)
All I can say now is with great expectation come great disappointment!
"Salute", Royal Malaysia Police!
